What is RTO Form 31

In some cases, after the original owner’s death, the vehicle passes to their successor or legal heir. However, the applicant must submit Form RTO 31 to the registrar to confirm the transfer.

You must also provide proof of survival or succession and a NOC (no objection) certificate from your financial institution to proceed with the lawsuit.

Applicants will need two copies of this document if the vehicle is under an installment, lease, or deposit agreement. The RTO approves the form and sends it to the finance officer by certified mail.

Step by Step Procedure for filling RTO Form 4

Step 1: In the upper left corner of Form 31, enter the registrar’s name in the jurisdiction where you wish to transfer the vehicle.

Step 2: Item 1 contains your registration number, model make, chassis number, and the type of vehicle you wish to transfer under your name. Please review the original Certificate of Enrollment before completing this field.

Step 3: In paragraph 2, enter the name of the deceased registered owner. You’ll need the original owner’s death certificate to support the claim.

Step 4 In paragraph 3 of the form, mention the heir’s name, age, sponsorship, and complete mailing address. Indicate the relationship between the heir and the deceased owner in the following place. Proof of succession from the relevant authorities must be attached.

Step 5: Fill out Part 1 of Form 31 with your signature and date.

Step 6: The second section of Form 31 contains the consent of the financier. Enter the financial institution’s full name and complete mailing address if your vehicle is under an installment purchase, lease, or mortgage agreement. Be sure to include the date of submission in this space.

Step 7: The third part of form 31 is an official approval. Applicants do not have to write anything in this section. Authorized RTO agents need to mention the reference number, name of the RTO office, and the date from which the transfer of ownership of the vehicle will come into effect.

Step 8: The representative of the registrar signs and mentions the date to validify the transfer. In the end, the name of the financial company and the registered owner’s name is mentioned.

  • Death Certificate of the deceased owner
  • Certificate of Survival or Succession of the new owner
  • Pencil print of the chassis and engine
  • Pollution Control Certificate
  • PAN card of the new owner
  • Identity and address proof of the new owner
  • Duly filled out Form 20 for the verification of the vehicle.

Things to remember while filling out The form

Applicants must provide proof of survival or inheritance from the relevant department proving that they are the legal heirs of the deceased owner.

If your vehicle, such as the Tata Intra V10, is under an installment, lease, or mortgage agreement, you must provide a copy of form RTO 31.

Enter your name and mailing address on the document as indicated on the evidence attached to the form.

If the deceased owner has more than one legal heir, the applicant must state that the other heirs wish to register the vehicle in the applicant’s name.
